(301) 757-5945 The Naval Air Systems Command (NAVAIR) is planning to
issue a sole source cost plus fixed fee (CPFF) contract for technical,
engineering and analytical support for the Tomahawk All-Up-Round
Cruise Missile program. This requirement is a follow-on to NAVAIR
Contract N00019-96-C-0039 with Science Applications International
Corporation (SAIC) that expires 31 DEC, 2000. The proposed contract
will be for a base year with four option years. The estimated cost for
each year in base year dollars is approximately $5,200,000. NAVAIR
awarded the existing contract (N00019-96-C-0039) on 20 December 1995
after a full-and-open competition. This competition rendered only two
offerors of which SAIC was clearly technically superior. SAIC has 23
years of continuous Tomahawk engineering and management support as well
as unique Tactical Tomahawk and Post Production technical knowledge
gathered over the last four years. Additionally, since SAIC is the only
contractor providing technical and programmatic support to all three
segments of the Tomahawk Program, they are capable of providing
valuable interface and technical interchange between all aspects of the
missile design, weapon control and mission planning systems. Since only
one other contractor submitted a proposal in the previous competition,
and that proposal, while technically adequate, was not technically
competitive with SAIC, the Government does not believe a credible
competitor exists for the follow-on contract. The Government is
therefore planning to make the follow-on contract a sole source
procurement, in accordance with FAR 6.302-1, because the Government
believes that only one responsible source exists to provide this
support. The work covered by the follow-on contract is described as
follows. Provide technical investigations and integration analysis for
the Tomahawk and Tactical Tomahawk All Up Round (AUR) in the areas of
unique mechanical; electrical; software design and integration;
aerospace; nuclear and conventional safety; production and post
production engineering and analysis; reliability and service life
analysis; system requirements and integration analysis; and program
management and analysis. Specific areas included in this effort will be
the air vehicle, associated guidance systems, propulsion systems, and
operational flight software. These tasks apply to currently fielded
Block II and Block III missiles, EMD and production of the Tactical
Tomahawk, and development and production of future missile designs and
subsystems. Potential offerors would have to provide personnel with
detailed technical knowledge and experience on all aspects of the
Tomahawk and Tactical Tomahawk AUR design, Tomahawk Weapon System
interface design and program history in order to not cause an adverse
delay in supporting the fielded Tomahawk and the development and
fielding of Tactical Tomahawk. Accordingly, should a company believe
that it would submit a competitive proposal for the effort described
herein, then that company must: a. Submit a letter of interest that
shows how itmeets the SOW qualifications cited above; b. Provide a list
of contracts and points of contact for the same or similar work going
back three years to support its assertion; and, c. Provide an
explanation of how the company would assume the duties from the current
incumbent with minimal adverse impact on this very dynamic and
important weapon system. Based on this letter submission, companies
will be notified of any requests for further information and/or the
results of their request (See Also Numbered Note 25). Companies must
submit this letter not later than 45 calendar days from the release
