Heart, Lung, and Blood Institute (NHLBI), intends to purchase 10,000,
35 pound bags of bedding. The bedding must be the Cranbrands
International, LTD., Paper Chip Soft brand only. No substitutions will
be accepted. This bedding must be free of dust, keep the ammonia level
down and be absorbent. The components must be 71% Recycles newspaper,
25% Sawdust and 04% Sodium aluminosilicate. The contractor must deliver
80 bags each on Tuesday and 80 bags each on Friday, before noon every
week for a total of 160, 35 pound bags each, for a period of 12 months.
Additional bags may be requested on an as needed basis. The bags shall
be delivered on a pallet of 40 each, 35 pound bags. Delivery must be
received within 48 hours of a telephone request. The first shipment
must be received at the Government's delivery location 5 days after
award of the purchase order. The contractor must store the bedding for
the National Institutes of Health (NIH). An invoice must be included
with each shipment. All work will be performed in a professional manner
and meet or exceed the industry and Government standards for
performance. The bags will be inspected upon arrival by the NIH animal
husbandry contract personnel for damage to packaging. Any shipment
judged to be unacceptable will be rejected and replaced at no charge to
the Government. The NIH animal husbandry contract personnel will review
and approve the quality of the delivered product and the manner in
which it was shipped. The Government will furnish a forklift and pallet
jack for the removal of pallets from the delivery truck. This equipment
will be utilized by the NIH animal husbandry contract personnel.
Responses to this notice must submit clear and convincing documentation
indicating that the item proposed is the brand name item required. This
requirement is under the Standard Industrial Classification (SIC) code
number 2621, size standard 750 employees. This acquisition is
solicited as a total Small Business Set Aside. Quotations are due
fifteen (15) calendardays from the publication date of this synopsis or
December 30, 1999. The quotations must include an itemized price,
delivery time, prompt payment discount terms, SIC code, the business
size, the DUN's number and the specifications describing the product
quoted. Quotations will be evaluated on conformance to the government's
requirements, specifications, price, quality, and delivery period. All
responsible sources may submit a quotation which if timely received
shall be considered by the agency. Quotations must be submitted in
writing to the National Heart, Lung, and BLOOD Institute, Contracts
Operations Branch, Procurement Section, Rockledge Building 2, Room
