gibson.karen@epa.gov. The U.S. Environmental Protection Agency has a
requirement for on-site mobile source emissions support. The Contractor
shall provide operation and maintenance of Government owned mobile
source test facilities. To provide this support the Contractor shall 1)
calibrate, operate, maintain and modify two DC electric chassis
dynamometer test cells and one transportable hydrokinetic dynamometer
facility with associated apparatus for mobile source emissions
measurements; 2) calibrate, operate, maintain, and modify a system
designed for examination of evaporative emissions from mobile vehicles
and integrate evaporative loss test procedures with other mobile
vehicle emissions testing procedures and conduct evaporative loss
emission tests on motor vehicles; 3) calibrate, operate, maintain, and
modify a chamber designed to permit dynamometer driving simulations
under temperatures ranging from -20 F to 110 F; 4) provide laboratory
simulation of typical engine operating conditions for off-road vehicles
and equipment such as lawn mowers, trimmers, boats, snow mobiles, snow
and leaf blowers, electric generators, and chain saws; 5) install
instruments and test equipment to monitor the ambient vehicle
environment in an instrumented test van and lead vehicle and calibrate,
maintain, and operate this equipment; 6) conduct tests to define
dynamometer control functions for simulation of engine load; 7) provide
sample collection, preparation, and analysis support using government
owned equipment for the measurement of non-regulated and regulated
volatile, and semi-volatile, and particulate mobile source emissions;
8) provide data acquisition and processing support using government
owned equipment for data associated with measurements made by
Contractor staff in mobile source facilities; 9) characterize emissions
from motor vehicles using conventional and alternative fuels under a
variety of operating conditions on roadways; 10) perform relocation
tasks, including disassembly, repair/rebuilding, and reassembly of
mobile sources research equipment when EPA's new permanent facility
located in the Research Triangle Park is completed and in some cases,
handle the transportation of the equipment; 11) repair and maintain
equipment and scientific instrumentation, fabricate new equipment and
parts, and modify existing equipment and parts using Government owned
machine tools. This procurement is a follow-on to contract 68D50156
with Clean Air Vehicle Technology Center. This is a total small
business set aside. The SIC code is 8731, with a size standard of 500
employees. EPA anticipates award of a level-of-effort cost
reimbursement contract for a total of 100,800 hours. The contract will
consist of a twelve (12) month base period and four option periods of
twelve (12) months each. The base period and each option period
consist of 13,160 hours with an optional 7,000 hours. The maximum
period of performance is 60 months. The solicitation, PR-NC-99-13167,
will be available on or about 1/31/2000. Proposals will be due
approximately 30 days after the RFP issuance date. No further synopsis
will be issued. The solicitation and any subsequent amendments will be
available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not
be available. Telephone and FAX requests will not be honored. It will
be your responsibility to frequently check the same site where the
solicitation is posted for any amendments. A preproposal conference
will be held approximately one week after the issuance of the RFP. The
