intends to award to a small business Set-Aside. It is anticipated that
services will take place during normal duty hours;. SIC code is: 8299
and the small business size standard is $18.5 million. Travel is
mandatory to provide service at the different countries. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as request for proposal F49642-00-R0034. SCHEDULE OF SUPPLIES AND
PRICES(a) Clauses and provisions from the Federal Acquisition
Regulation (FAR), supplements and Defense Federal Acquisition
Regulation thereto are hereby incorporated into this
solicitation/contract by reference. Those incorporated by reference
have the same force and effect as if they were given in full text.(b)
Clauses and provisions in this document will be numbered in sequence,
but will not necessarily appear in consecutive order.( c)
Representations and Certifications will be physically removed from any
resultant award but will be deemed to be incorporated, by reference,
in that award.(d) This acquisition is being processed in accordance
with FAR Part 12, Acquisition of Commercial Items. Only clauses and
provisions that are authorized in accordance with FAR Part 12 and DFARS
Part 212 are included in the solicitation/contract. The award of this
solicitation will result in a firm-fixed-price type contract. The line
item and description are: .CLIN 0001 Contractor shall provide support
for the Language and Area Studies Immersion (LASI) Program Contractor
shall perform IAW the Statement of Work -- six students per Immersion.
CLIN 0002 Data in Accordance with (AF1423) Contract Data Requirements
List/Not separately priced. Period of Performance January 00 thru
September 00 (nine months). STATEMENT OF WORK FOR AIR FORCE FOREIGN
AREA OFFICER PROGRAM PROPONENT OFFICE LANGUAGE AND AREA STUDIES
IMMERSION (LASI) PROGRAM1.0. BACKGROUND:The Foreign Area Officer (FAO)
Program Proponent Office (hereinafter called the FAO Branch) developed
the Language and Area Studies Immersion (LASI) Program for the purpose
of providing officers language training/cultural knowledge of the
specific country/region in either an overseas or replicated (in the
U.S.) environment. During the past several years, contractors have bid
on each specific LASI Program immersion session. To facilitate the
growing number of immersion sessions and the increasing number of
students, the FAO Branch seeks to establish a contract between the FAO
Branch and the contractor. 2.0. SCOPE :The contractor shall complete
each scheduled immersion session, with no more than six, and no less
than three, students per session, conforming to the requirements
specified in this statement of work..3.0. PRE-REQUISITES:The LASI
Program Manager will provide the contractor with the student contact
information NLT 45 days prior to departure. The student contact
information will include the student_s name, address, phone number
(home), phone number (duty), fax number (if applicable), e-mail address
(es), and most current DLPT scores. Unless otherwise indicated, the
LASI Program Manager accepts students with a language test score
between 1/1 and 2/2 on the Defense Language Proficiency Test (DLPT). If
the LASI Manager must change the scheduled immersion session, the
contractor will be notified NLT 30 days prior to the immersion
session_s start date.4.0. REQUIREMENTS:4.1. IMMERSION SESSIONS:The
contractor must have the capability of offering the LASI Program
immersion sessions in each of the following languages, countries and
potential dates:
