Room 2024, Washington, DC 20405 Description This serves as a "Notice of
Intent" to award for the U.S. Army Aviation and Missile Command,
Software Engineering Directorate a sole source contract to Redondo
Systems, Inc. for software, and training for one C3I Engineering and
Evaluation System (CEES) on the Microsoft NT platform. Ten Microsoft NT
CEES licenses to operate the software on independent platforms will
also be procured. This sole source procurement is under the authority
of FAR 6.302-1, only one responsible source and no other supplies or
services will satisfy agency requirements, due to the duplication of
costs caused by the proprietary software codes that is not expected to
be recovered by competition due to the unacceptable delays in
fulfilling the agency's requirement. The services and products to be
provided are software and hardware upgrades, maintenance and
engineering support for CEES. The CEES must be maintained in a way that
will produce near 0% downtime. Currently, the system operates on a DOS
platform. Contractor will be required to migrate the system from the
Microsoft DOS operating system to the Microsoft Windows NT platform.
Source codes to the current software are proprietary and not available
for review. Under the NT CEES task, the contractor shall deliver the
NT CEES version, ten licenses, training and one-year warranty.
Additional CEES licenses for external users (up to 15), Tactical
Digital Information Link (TADIL) A, B and J, FAAD Data Link (FDL),
Tactical information Broadcast Service (TIBS), Distributed Interactive
Simulation (DIS) and High Level Architecture (HLA), and Tactical Data
Systems Interface Unit (TDSIU) software upgrades(up to 40 for each
upgrade) may also be required of the contractor. The period of
performance is for one base year, with four, one-year option periods
[FAR 52.232-19, Availability of Funds for the Next Fiscal Year,
applicable]. All interested parties should request additional
