DTCG87-00-Q-JZV007 DUE 011700. Provide all materials, equipment and
provide labor to power wash, treat, prepare, prime and paint all
exterior surfaces of the U. S. Coast Guard owned housing located on
Life Saver Drive in Sitka, Alaska. Anticipate painting five four-plexes
with the possibility of one additional four-plex from May 2000 through
and including September 2000. Solicitation to be issued on or about
1/5/00. Quotations must be submitted to this office no later than
1/17/00. There is no charge for these documents. The work required by
this solicitation is identified as Industry Standard #1721, and the
applicable size standard is $7 million dollars in annual average gross
revenue of the concern for the past three fiscal years. This
procurement is issued pursuant to the Small Business Competitiveness
Demonstration Program; Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set aside. Award will be made to the responsible firm offering
the lowest price. All responsible sources may submit a bid, proposal,
or quotation, which shall be considered by the U. S. Coast Guard.
Contracting Office will accept request for solicitations via fax at
(907) 463-2416. Faxed quotations will be considered in response to the
CBD. Alternate payment protection shall be required after Purchase
Order award, in the form of a payment bond, certified or cashier's
check, bank draft, money order or currency. The penal amount of payment
protection shall equal 50% of the contract price. For Minority,
Women-owned, and Disadvantaged Business Enterprises (DBEs), the
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for quote,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guarantee of the quote amount to a surety against
losses. Loans are available under the DOR Short Term Lending Program
(STPL) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
