of Energy, Nevada Operations Office (DOE/NV), intends to issue a sole
source purchase order to Polestar Applied Technology, to supply
expertise in implementing the POWERtool database, a headquarters DOE
sponsored technology for the deactivation and decommissioning of
facilities across the DOE complex. The Nevada Test Site (NTS)plans to
use the POWERtool database to facilitate estimating for five facilities
in the NTS Decommissioning Program. Polestar is to provide assistance
unavailable through normal channels and to provide unique knowledge and
experience in bottom-up estimating of tasks, resources, costs, and
schedule via the POWERtool and POWERtool database. The development of
a bottoms-up approach to cost estimating, from the field perspective,
has been deemed to be of paramount importance in accurately determining
costs associated with facility deactiviation and decommissioning.
Unique decommissioning task structures have been developed by Polestar
and have been determined to be suitable for use by DOE/NV. The cost
estimating software has the capability for field loading data for
incorporation into analysis software and runs on MS Access, a
relational database. Award will be made on January 3, 2000. Posted
