Security Command (INSCOM) proposes to establish a 5-year Time and
Materials Requirements contract to obtain technical and engineering
services to exploit foreign battlefield electro-optical (EO) devices,
lasers and associated items in support of the Army's Foreign Materiel
Exploitation Program (FMEP) and the National Ground Intelligence Center
(NGIC). The kinds of hardware to be exploited include passive and
active near-infrared image intensifiers, thermal imagers, television
systems, direct-view optics, illuminators, laser rangefinders and
target designators, laser altimeters, directed energy weapons, laser
triggers, beamrider lasers, optical-augmentation-based active targeting
systems, and other associated battlefield imaging, ranging, targeting
or sensor damage systems. Additional requirements could include
performing basic research into advanced EO and laser technologies, as
well as collection of optical cross-section measurements at tactically
significant wavelengthsfrom visible through near-infrared. The
objectives of these exploitations are to determine, validate, and
verify the operating parameters of various EO and laser devices;
examine the devices with respect to state-of-the art; establish origin
of the technology used in the devices; design or construction; and
assess the contribution the technology made to the devices' operational
capability. Contract performance requires a SECRET facility clearance,
SECRET safeguarding and staffing with personnel cleared to the SECRET
level. In order to receive a copy of the solicitation, firms must
possess a Collateral/Confidential facility clearance and
Collateral/Confidential safeguarding. The anticipated release date for
the solicitation is late January 2000. A proposal due date has not
been determined. All requests for the solicitation must be in writing
and must provide the following information: firm's full name; complete
mailing address, telephone and fax numbers; name of primary contact
with phone, fax and email address; CAGE Code; DUNs number; Taxpayer ID
number (TIN); and evidence of required facility clearance. Only
complete solicitation requests will be honored. Requests may be sent to
