Deborah.A.Bittner.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for Quotation (RFQ) for two (2) each Blackbody Calibration References,
size 12.7 x 20.3 centimeters (rectabgular; frequency range: 50 to 640
GHz; return loss: >40 db. Each target is to have 1 x 4 tines that
match those of the MIR references, six embedded temperature sensors and
cabling aluminum shroud and mounting holes that conform to the COSMIR
radiometer design. One target is to be equipped with a thermofoil
heater and cabling to provide even heating to the back surface. These
references are to be delivery 6 months after receipt of order. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from Zax
Millimeter Wave Corporation of San Dimas, CA. These cablibration
references are for upgrading the measuring capability of an existing
radiometer, the MIR Millimeter Wave Imaging Radiometer. The calibration
references in the MIR were fabricated by Zax Millimeter Wave Corp., and
the upgraded instruments must match the MIR to maintain consistency in
calibration between the two instruments. Zax Millimeter Wave Corp., is
the only company that can manufacture these compatible references. The
Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. Fax communications will
be accepted. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
