COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 14,1999 PSA#2495D -- ENGINEERING AUTOMATION FOR RELIABLE SOFTWARE Notice of intent to
negotiate a sole source contract utilizing Simplified Acquisition
procedures under the authority of FAR Part 13 with Dr. Mikhail
Auguston, Computer Science Department, New Mexico State University, Las
Cruces, NM 88003. The client is the Department of Computer Science,
Naval Postgraduate School, Monterey, CA 93949. REQUIREMENT: This
project addresses the problem of how to produce reliable software that
is also flexible and cost effective for the DoD distributed software
domain. This work will contribute to the following: (1) Investigate
automatic generation of test cases; (2) Design assertion language to
specify behavior of the target code; (3) Develop assertion checker;
(4)Develop models and design program template language. (5) Design and
implement template processor. Dr.Auguston is an expert in the area of
software testing and debugging automation, he has more than 25 years
of unique experience in the design of testing automation tools, has
published a number of papers on the topic, and is a member of Program
Committee for the 4th International Workshop on Algorithmic and
Automatic Debugging 2000 in Munich, Germany. He has also developed
tools for rapid programming language prototyping and compiler
construction. His contribution on the automatic test case generation,
assertion languages, and template language design is essential for the
success of this whole project. Dr. Auguston will work on research that
is an INTEGRAL PART of the Distance Learning Program consisting of new
Research Topics, new Course Development, and Master's and Ph.D. thesis
topics for a large group of hundreds of students in the next three
years. This research is a critical part of many research topics in the
program. This research is mission essential support to the research
and teaching departments by the distance learning sponsors to support
the needs of their students. There are NO OTHER ADEQUATELY QUALIFIED
PERSONS with the requisite COMBINATION of skills, resources, knowledge
and time to implement this essential part of the Software Engineering
Program. The proposed action is for supplies and services for which
the government intends to solicit and negotiate with only one source
under the authority of FAR 6.302-1. The government believes that only
one responsible source can provide the supplies/services that will
satisfy the agency requirements. This notice is not a request for
competitive quotes but responses received on or before December 17,
1999, 3:00 PM PST will be evaluated. A determination by the Contracting
Officer not to compete this proposed action based on responses to this
notice is solely within the discretion of the Contracting Officer.
