B -- FOOD SERVICE OPERATIONS ECONOMIC VIABILITY ANALYSIS SOL RFP 8-3-00-03 DUE 010400 POC Kim Carithers, 706-485-7110 or Marcia O'Connor, 770-536-0541 The Caribbean National Forest (CNF), Puerto Rico, is seeking firms that can conduct an analysis of the economic viability and potential market for providing food service operations at three different sites on the CNF in Puerto Rico. This sources sought announcement is a request for information only, and your response is not an offer. This request for information neither commits the Government to pay any costs incurred in the preparation and submission to this sources sought request, nor does it obligate the Government to contract for services. Firms must be familiar with the business climate in Puerto Rico. Firms must be capable of conducting thorough analysis, evaluation and reporting of who could possibly provide these services based on the following: Preliminary Economic Viability Analysis (Food services operations being considered include: operation with a simple structure containing kitchen facilities, mobile or portable with seating and tables with tarps or canopies, open dining could be available under umbrellas; operation on a more limited basis than listed above, but including on-site food service, selling of picnic foods, various supplies, and management of some picnic shelters on a reservation basis; operation using a food service cart with mainly refreshments and packaged foods.) 1) Analyze and determine feasibility of the food service operations the Forest Service is envisioning at each site. 2) Determine what capital investments would need to be made at each site and the approximate cost of investment. 3) Determine the adequacy of utilities available at each site to determine if adequate to support food service operations within standards. If changes need to be made, what are the costs of these changes per site and who pays for the change Forest Service or proponent? 4) Estimate gross annual income, annual operating costs, annual earnings (profit or loss) and potential return on investment per site. 5) Based on this information and if necessary, help develop other alternatives which can make the operations more profitable. 6) Assist in providing potential contacts for permittees. Evaluate the Economic Climate of the Market Area 1) What is the climate for investment for this type of food service operation? 2) Is the operation cost-effective as proposed? What changes would need to be made to make this a cost-effective operation for the concessionaire and Forest Service? 3) Will the proposed operation(s) generate adequate income to cover its costs?
