The Apache Attack Helicopter are considering a full and open
competition to all qualified offerors possessing the required SECRET
security clearances. This is an export-controlled acquisition.
Interested foreign offerors must process official requests for
solicitations through foreign disclosure channels. Requests from
foreign sources that are not processed through foreign disclosure
channels will not be honored. The draft solitation will be available 15
December, 1999 at the U.S. Army Aviation and Missile Command, PEO
Aviation, Building 5681, Redstone Arsenal, Alabama. Access to the
solicitation from all offerors must be preceded by a request from the
offeror that includes the company name, CAGE code, address (P.O. Boxes
are not acceptable), point of contact, telephone number, email
address, and facsimile number. An authorized courier may pick up and
deliver the draft solicitation. The courier must show company
authorization (courier letter), including CAGE code, and SECRET
security clearance. A pre-solicitation conference will be held the
first week of January 2000. Questions and comments must be received in
writing by 5 January, 2000 for consideration. Registration for the
conference must be made in advance through the Contracting Officer or
his representative. Each offeror will be limited to three (3)
representatives. Location of the conference will be included in the
executive summary of the draft solicitation. Representatives must have
proper identification, including evidence of company representation,
company SECRET clearance, and individual SECRET clearance. Foreign
representatives must obtain prior visit authorization through official
