The U.S. Army CECOM Acquisition Center -- Washington, on behalf of the Joint Tactical Radio System (JTRS) Joint Program Office (JPO) and the US Army, is soliciting the best ideas in the form of a twenty-five (25) page white paper from industry, for the rapid development and fabrication of up to forty (40) prototype JTRS vehicle mounted radios. The radios will be Engineering Development Models. A follow-on FAR based acquisition for an additional 204 radios, for the U.S. Army Battlefield Digitization Effort, is expected pending the outcome of the development of these prototype radios. These radios shall be designed to provide a secure data networking capability between mobile users, such as Tactical Operations Centers (TOCs), for the dissemination of data from Command and Control systems operating throughout all echelons and major subordinate units from Division to Battalion levels. The network of radios must be scalable to accommodate additional units that could be attached to the Brigade or Division. The JTRS JPO expects to choose the best ideas, and to negotiate and enter into agreements with the organization(s) that submitted the selected white paper(s). Any agreements with industry organizations will likely be consummated pursuant to Section 845 of the 1994 National Defense Authorization Act, as amended ("Other Transaction" agreements). A single award or dual awards is anticipated.
