The contractor shall provide, both on a quick-reaction and continuing basis, technical and analytical support with respect to all aspects of research and development test and evaluation. The contractor shall develop test instrumentation designs; provide support of special instrumentation and data transfer between test locations; conduct quick-look and post-test analysis, data reduction, and reporting; test-unique applications using off-the-shelf software when possible; and operate and maintain computers, communications, instrumentation and other test equipment. The contractor shall provide for creative integration of off-the-shelf hardware and software into test and evaluation programs in ways that satisfy AFOTEC clients. The work performed under this contract will be primarily conducted in Albuquerque, New Mexico. Submission of offers is limited to US firms only. The contractor will require access to Unclassified/Limited Distribution data or data whose export is restricted by applicable export controllaws and regulations. Two 60-month Indefinite Delivery-Indefinite Quantity (IDIQ) cost plus fixed fee contracts with delivery order provisions will be awarded from the resulting solicitation. The RFP will be released on or about the second week of January 2000. A Preproposal Conference will be held approximately two weeks after RFP release.
