Egypt requests submission of Prequalification data from U.S. Telephone
Operating Companies who can qualify through experience in performing
similar work for Operation of Network Operating Centers. To be
eligible, firms must be U.S. (Geographic Code 000) as defined under
USAID rules and regulations. The works shall include providing the
services of qualified personnel, in such quantities and skills as are
necessary for the prudent and effective operation of a Telecom Egypt
Network Operating Center (NOC) located in Cairo for a one year base
period, with an option for an additional year to be separately
negotiated by Telecom Egypt at the end of the one year. Services shall
also include, but not be limited to, developing, drafting and
finalizing an operations plan manual; providing technical assistance,
technology transfer to Telecom Egypt NOC operating staff, and
on-the-job training for the operation of the NOC; and developing new
operating procedures. A fixed-price host country contract with Telecom
Egypt is anticipated. Payment under this contract will be made in U.S.
dollars and Egyptian pounds. USAID/Egypt will finance the U.S. dollar
portion via a direct letter of commitment under USAID Grant No.
263-0223. Telecom Egypt will make local currency payment in Egyptian
pounds. Applicants should demonstrate: A) successful experience in the
operation of similar NOC facilities including experience in developing
and drafting an operations manual; B) capability to execute a fixed
price contract; and C) ability to furnish equipment, material and
services of qualified personnel to meet the source, origin and
nationality requirements of USAID geographic code 000. Prequalification
questionnaires and additional information are expected to be available
by written request (courier address: General Dynamics, 53 Manial
Street, 8th Floor El-Rodah, Cairo, Egypt -- fax and e-mail requests are
acceptable) to the above contacts during December 1999. Deadline for
submission of responses to Prequalification Questionnaires is expected
to be 12:00 noon, Cairo, Egypt local time in late January 2000, at the
office of Telecom Egypt Chief Central Department Stores and Purchases.
The exact date, address and time for submission of information will be
specified in the Prequalification Questionnaire. Late submissions shall
not be considered. The participation of two or more firms operating as
a team is welcomed. However, in such case, one and only one firm shall
be clearly designated as the prime contractor. Full Prequalification
information shall be supplied for each firm upon which a team seeks to
rely for its qualification to perform the work. The IFB will be issued
to prequalified firms only. Only prequalified firms will be eligible to
bid. A prebid meeting will be held approximately one month after the
issuance of the IFB in Chantilly, VA. Site visits by Telecom Egypt
personnel, consultants and USAID to prequalified bidders' NOCs will
occur immediately after the prebid meeting. Bidders will be given
approximately 45 days to prepare and submit their bids. The precise
date for submittal will be specified in the IFB. The contract will be
awarded to the lowest responsive responsible bidder. The preferred
method of distribution of USAID procurement information is via the
