Agency intends to negotiate a sole source contract with (DSA) Data
Systems Analysts, Inc., 10400 Eaton Place, Fairfax, Va 22030. The
contract duration is for one base year, beginning approximately 7 Mar
00, with options for four additional years. This contract will provide
software and engineering support for the legacy and transitional
portion of the DTH, AUTODIN transition support, DMS software
engineering, and DTH operations technical support. This action provides
the final acquisition to procure software maintenance and engineering
for backbone legacy messaging service. The DMS Transition Hub (DTH)
provides legacy Command and Control message capabilities not yet
supported by DMS and also provides the capability for DMS users to
communicate with users not yet transitioned from legacy messaging. The
acquisition also provides transition engineering to fully support the
transition of legacy users off AUTODIN. By the end of this
acquisition, consistent with Joint Staff coordinated and OSD approved
timelines for the closure of the AUTODIN legacy portions of the DTHs,
no further contractual actions to support legacy messaging will be
required. The scope of work includes: software maintenance and
engineering of the AUTODIN legacy and DMS-MCS transitional components
and support systems of the DTHs; on-site DTH programmer support at the
Wahiawa, Hawaii and Pirmasens, Germany DTH sites; technical support
for DTH and DMS operations; and engineering support to transition
legacy users off AUTODIN. The Sic code is 7379. The basis for choosing
Data Systems Analysts, Inc. is derived from the responses received
from the Government's 16 June 99 sources sought synopsis. A careful
review of the experience and qualifications statements received showed
that DSA alone had adequate experience and resources for satisfying
