The U.S. Army CECOM Acquisition Center -- Washington, on behalf of the Joint Tactical Radio System (JTRS) Joint Program Office (JPO), is utilizing a Broad Agency Announcement (BAA) to solicit white papers to identify the best ideas from industry or U.S. Government organizations on how they may be able to best assist the JTRS JPO in achieving the Step 2 goal of successfully developing, testing and validating the emerging Software Communications Architecture (SCA). Information regarding the JTRS program is posted on the JTRS home page at WWW.JTRS.SARDA.ARMY.MIL. The JTRS JPO expects to choose the best ideas, and to negotiate and enter into agreements with the organizations that submitted the selected white papers. Any agreements with industry organizations will likely be consummated pursuant to Section 845 of the 1994 National Defense Authorization Act, as amended ("Other Transaction" agreements) and any agreements with Government organizations will be consummated as inter-agency agreements under the Economy Act or other statutory authority.
