COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 10,1999 PSA#2493WATER AND SUSTAINABLE RESOURCE DEVELOPMENT SUBJECT: Water and
Sustainable Resource Development DESC: The U.S. Department of Energy's
Federal Energy Technology Center (FETC), Pittsburgh, PA intends to
award a purchase order on a sole-source basis to The RAND Corporation,
Santa Monica, CA to complete the following statement of work.
DELIVERABLE: A final report summarizing information related to water
and sustainable resource development. This briefing will be prepared in
accordance with the following. WORK STATEMENT: Objective. RAND will
examine how priorities for the sustainable development of energy and
minerals affect the sustain ability of U.S. surface water and
groundwater resources. RAND will consider the full range of uses for
water resources, including agricultural, recreational, industrial, and
domestic uses. RAND will evaluate the need for greater coordination
among water resource management activities and energy and minerals
development programs. Approach. Data and background information for the
report will be gathered from a variety of sources, including:
*Technical literature; *Government and private-sector databases (such
as the RAND RaDiUS database of federal research and development
spending); and *Relevant studies by federal agencies and non-government
organizations (such as the National Research Council, Water Environment
Federation, and American Water Works Association). Source material will
be reviewed for information related to the following questions: (1) How
do priorities for the sustainable development of energy and mineral
resources affect the sustain ability of U.S. water resources? Are there
unique regional water impacts in Appalachia (including the states of
Pennsylvania, West Virginia, Ohio, and Kentucky) resulting from energy
and minerals development? (2) What relationship exists between
energy/minerals development and water quality and quantity requirements
for competing uses, including agricultural production and domestic
water supplies? (3) What research is under way to investigate the
interface between energy and minerals production and water availability
considerations? (4) What federal, state, and private-sector programs
address this issue? What gaps exists in current programs, and where are
there areas of overlap? In particular, what programs are available in
Appalachia? Do states such as California, Texas, Florida, and New York
with very large populations and critical water availability and
quality issues have coordinated programs to address the sustain ability
of their water supplies? (5) How could programs to set priorities for
sustainable development of energy and mineral resources be better
coordinated with programs for the sustainable management of water
supplies? This purchase order is being issued to The RAND Corporation
because it is the only source qualified to prepare the required report
for the Water and Sustainable Resource Development program. They have
personnel who have unique/innovative qualifications through their
previous experience with water and groundwater resources of the Water
Science and Technology Board of the National Academy of Sciences'
National Research Council. The RAND Corporation has produced quality
studies on related topics for several years. In addition, their
personnel possesses the required background/information and therefore
is the only source that can produce this report in a timely fashion.
This request is considered to be sole source to The RAND Corporation.
Therefore, no solicitation will result from this announcement. This
award shall be made using simplified acquisition procedures. Request
