(701)239-3730 Provide complete and coordinated architectural and
engineering (A/E) services for the renovatin of existing VA Medical
Center space located at 2101 Elm St. North, Fargo, ND 58102. The
Environmental Improvements -- Phase 1 design deals with infrastructure
improvements that will be required for the following two phases and
future usage of the main Medical Center, along with nursing unit
layouts to ensure functionality and compatibility with infrastructure
changes. VA will award one contract for all A/E services with the VA's
option to issue separate task orders for each phase against the basic
contract. This project begins a series of three projects designed to
address infrastructure, safety and environmental deficiencies while
creating two central air-conditioned nursing units with private and
semi-private in-patient beds. The second and third projects will
reconstruct the second and third floors into two nursing units, with
approximately 27 beds each, along with all program guide required
support spaces and functions. Major improvments to the onrginal
building fire detection, fire sprinklers, heating, electrical and
plumbing systems are required. Limited deck to deck heights require
original building plaster ceilings and walls, which conceal asbestos
pipe insulation, to be removed in order to provide the space required
for the installation of modern HVAC systems. Air handeling units,
associated distribution systems and support equipment will be installed
in conjuction with new energy efficient thermal insulating windows and
a hot water perimeter heating system. An expandable central chiller
plant pump house will be constructed and existing chiller system will
be consolidated. This project will provide the necessary changes to the
utility system exterior and interior mains in preparation for the
requirements of the successive projects. The electrical distribution
system, domestic water, HVAC, water mains and sewer lines are just a
few of the utilities requiring modification under this project. The
existing facility fire alarm system will be replaced under this
project. The project will provide utility chases in the Medical Center
that will be accessible on each floor and used for ducting, piping and
electrical utility systems. Redesigned nursing unit patient rooms will
comply with current handicapped accessibility requirement and patient
privacy standards. Contract award is subject to the availability of
funds. It is expected that the design team shall consist of the
following as a minimum: Architect Mechanical Engineering (HVAC and
Controls), Mechanical/piping Engineer, Electrical Engineer, Structural
Engineer, Fire Protection Engineer, Industrial Hygienist (or qualified
Asbestos Abatement specialist/Firm). Design firm or team evaluation
shall be based upon, but not limited to the following: nursing unit
design experience, medical center renovation experience, and government
design work experience (VAMC design experience in particular). All
interested Architect/Engineer firms should provide a current SF-254and
SF-255 to this office by COB 1-14-2000. Only firms located within a
100 mile radius of Fargo, ND will be considered. This is a small
