F08626-99-C-0126, F08626-99-C-0127, F08626-99-C-0128, and
F08626-99-C-0129, contingent upon receiving funding. The Miniaturized
Munitions Capability (MMC) Integrated Product Team, Air Armament Center
(AAC), Eglin AFB, Florida, plans to modify the referenced existing MMC
Concept Study Contracts to add an automatic target recognition (ATR)
sensor flight demonstration effort to support concepts submitted under
these contracts. The objectives of the flight demonstration effort are
to characterize the capability of the MMC concepts ATR sensors to
detect, classify and accurately determine the specific target type
against time critical targets. The contractual addition of the ATR
sensor flight demonstration supports the MMC weapon concept submitted
by the original offerors, as part of their basic contract. This effort
will extend the MMC contract period of performance an additional 14
months. As part of this effort the contractor will be required to
furnish an aircraft, ATR sensor and the human resources to operate,
collect, reduce and analyze the data gathered during the flight
demonstration. A final report will also be required. The MMC Program is
currently underway with McDonnell Douglas Corporation, a wholly-owned
subsidiary of Boeing, Raytheon Systems Company, Lockheed Martin
Missiles and Fire Control and Northrop Grumman Corporation to deliver
their MMC concept with supporting data. This data will allow each
concept to be modeled at the engagement, mission, and campaign level of
the MMC Analysis of Alternatives and Concept Exploration phase. The
contract extension is a Firm Fixed Price. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
Contracting Officer or Program Manager identified below. For any other
