synopsis /solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This announcement shall be considered a Request
for Quotes (RFQ). This RFQ incorporates all provisions and clauses in
effect through FAR Circular 97-14. This RFQ has 0% set-aside for small
business, with a standard industrial code (SIC) of 5044. This RFQ is
FOB Destination with delivery and acceptance at the Uniformed Services
University. Payment terms are net 30 days after receipt of invoice.
Equipment shall include the manufacturer or distributors best
commercial warranty offered under the manufacturers standard commercial
terms and conditions. The Uniformed Services University of the Health
Sciences, the Department of Defense Medical School and Health Sciences
University, intends to procure a state-of-the-art fully automated
digital copier/printer and publisher for the University Duplicating
Center. The fully automated digital copier/printer must meet the
following minimum essential characteristics: Fully TCP/IP, Ethernet or
Novell (SPX-IPX) network compatible; ability to create a PDF file for
storing print jobs to a CD-ROM; produce at least 135 copies per
minute; simplex and duplex printing capability; on-line stitching and
binding capability; postscript printing in TIFF, ASCII and PCL 5e PDL;
able to print 5 position tabs sets; multiple paper trays and a
non-fusing paper tray. Production software must be available that will
allow for submission via the Web, network and portable media, hard
copy scanning, digital prepress and make-ready, document management,
electronic distribution and remote printing. Printer must be designed
to work in networked environment with the ability to process multiple
jobs at the same time. The digital printer must be electronically
controlled through a computer interface and work in Windows 95/98 and
NT. Interested vendors may submit quotes that must include complete
technical literature and specifications, pricing, and past performance
data, including names, places and locations where equipment is
currently operating. If equipment is available on GSA Federal Supply
Schedule, contract number should be provided. FAR 52-212-1,
Instructions to Offerors -- Commercial Items is applicable. FAR
52.212-2 Evaluation -- Commercial Items -- is applicable and the
evaluation criteria are technical, past performance and price in that
order. All offerors are required to submit a completed copy of FAR
Provision 52.212-3 Offeror Representations and Certifications --
Commercial Items, prior to award of the contract. FAR 42.212-4,
Contract Terms and Conditions -- Commercial Items, FAR 42.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items is also applicable. If offered
equipment is available on GSA Federal Supply Schedule the above
commercial terms will be void and contract will be awarded in
accordance with the terms of the Federal Supply Schedule. Posted
