The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a purchase order on a sole-source basis with Gregg Engineering, Inc. for renewal of an annual software use license for one (1) each, Winflow and one (1) each Winsliqflow. The software is proprietary to Gregg Engineering, Inc. and license renewal through 30 September 2000 includes the following: unlimited technical telephone support, Monday through Friday, exclusive of Federal holidays, from 8:00 A.M. to 5:00 P.M. Eastern Time; software updates as released; updates shall be Y2K compliant; software updates shall be shipped FOB Destination to Naval Surface Warfare Center, Dahlgren Division, Attn: Receiving Officer/Bldg. 125, Mark For: JWAC, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Additionally, NSWCDD intends to renew for one month, September 2000, five (5) each copies of Winflow and Winsliqflow currently licensed through August 2000. The five (5) copies shall have the same support identified above for the quantities of one (1) each. The software is currently being utilized by the Joint Warfare Analysis Center (JWAC), Dahlgren, VA as a simulation tool to model a large number of both gas and liquid pipeline systems in support of its mission to provide combatant commands, the Joint Staff, and other customers with effects-based, precision-targeting options for selected networks and nodes in order to carry out the national security and military strategy of the United States during peace, crisis, and war. The Winflow and Winsliqflow software was selected for use several years ago by JWAC based on its ease of use, ability to solve with a minimum amount of system variables, and being quickly modifiable. The software interacts effectively within the JWAC computing environment and databases, is currently embedded as part of a larger pipeline analysis package that combines several features of the JWAC information space with multiple models configured based on the proprietary software. All responsible sources may submit a quote, which shall be considered. However, quoters other than Gregg Engineering, Inc. shall provide evidence that they are authorized to provide the proprietary software and support. This evidence shall be provided to NSWCDD no later than 3:00 P.M. Eastern Time on 20 December 1999. The closing date for receipt of quotes is 2:00 P.M. Eastern Time on 22 December 1999.
