December 1999, this office will issue Invitation for Bids for the
construction of Pumphouse and Valve Extension, Ellsworth AFB, SD. Bids
will be opened on or about 27 January 2000. This solicitation is
unrestricted and open to both large and small business participation.
A site visit has been scheduled for Thursday, January 13, 2000, at 9:00
am. Contractors interested in attending the inspection of the site of
the proposed work should make reservations with the Ellsworth AFB
Resident Engineer, U.S. Army Corps of Engineers, P.O. Box 669, Bldg
8201, Box Elder, SD 57719, Telephone: (605) 923-2983. FAX (605)
923-2558. (Meeting location for the site visit will be given when
reservations are made.) DO NOT submit requests for plans and
specifications to the site visit personnel listed above. See "Ordering"
below. The work will include the following: (Approx. quantities) The
purpose of this Operational and Maintenance project is to repair
existing aviation fuel systems to meet current POL safety,
environmental and mission requirements. This project consists of
repairing three (3) POL pumphouses. Each pumphouse will have the
following replaced or repaired: six refueling pumps, replace existing
filter separators, replace existing manual valves with new block and
bleed type plug valves, replace existing control valves or have
existing control valves rebuilt wither they can be reused, provided new
liquid level gages, replace existing wiring and controls, upgrade the
three control pits and replace the adapters and hydrant outlet pits.
The Valve Extension project, manual valves around the outside of each
pumphouse along with the apron and manual valves at the lateral control
pits are replaced with plug valves. Valves located in the pits are
double block and bleed type and will have hand wheel extensions above
grade. The estimated construction cost of this project is between
$1,000,000 and $2,500,000. Contractor's Quality Control will be a
requirement in this contract. Large business concerns submitting bids
for services exceeding $500,000 or for construction exceeding
$1,000,000, shall comply with Federal Acquisition Regulation 52.219-9
regarding the requirement for a subcontracting plan. The U.S. Army
Corps of Engineers considers the following goals reasonable and
achievable for fiscal year 1999: (a) Small Business: 61.2% of planned
subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of
planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of
planned subcontracting dollars. The Contractor will be required to
commence work within 10 days after notice to proceed and complete the
work 270 calendar days after receipt of Notice to Proceed. Provisions
will be included for liquidated damages in case of failure to complete
the work in the time allowed. Performance and payment bonds will be
required. The plans and specifications are available on Compact Disk
(CD-ROM) and will be provided free of charge. It has been determined
that the number of Compact Disks be limited to one (1) per firm.Plans
and Specifications will not be provided in a printed hard copy format.
