Institutes of Health (NIH), National Institute of Diabetes and
Digestive and Kidney Diseases (NIDDK) plans to negotiate on a sole
source basis with King's College, 26 Drury Lane, London WC2B5RL,
England, under the authority of FAR 6.302 for the services of Dr. David
Fear. Dr. Fear's technical expertise, particularly during the last
year, in research on detection of messenger RNA at low levels in single
cells, and particularly cells expressing germline transcripts at the
immunoglobulin heavy chain locus cannot be duplicated. He is also an
expert in the study of the mechanism of class switching within the
human immunoglobulin heavy chain locus, in particular with respect to
the role of chromatin structure in these processes. These represent the
preliminary and necessary steps in carrying out this project to
determine the chromatin structure and patterns of activation of the
germ line transcripts in appropriate transformed cell lines and B
cells. Dr. Fear is the only one who can technically carry out the above
techniques based on the development of his research during the past
year. Interested vendors may identify in writing their interest with a
capability statement to the Contracting Office prior to the closing
date of this notice. This notice of intent is not a request for
competitive proposals, however, all responses received before the
closing date of this announcement will be considered by the Government.
A determination by the Government not to compete this proposed
acquisition is based upon responses to this notice and is solely within
the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
competitive procurement. It is anticipated that Request for Quotation
(RFQ) NIH-NIDDK-00-514 will be available fifteen (15) days after the
publication date of this synopsis. Receipt of quotations will be due
ten (10) days after the release of the RFQ. The anticipated award date
is January 4, 2000. Request for copies of the RFQmust be in writing
and may be FAXED to 301-480-4226. Quotations must be submitted in
writing to the National Institute of Diabetes and Digestive and Kidney
Diseases, 6705 Rockledge Drive, Building One, Room 8048, Bethesda,
