Armament Center (AAC) intends to award a firm fixed price contract for
parts only maintenance and telephonic support of the NEC PBX and
Active Voice call processing system. This is a sole source to RMES,
1580 Lincoln St, Suite. 1125, Denver CO 80203. The solicitation for the
announcement is F08651-00-Q-0382 and is issued as a Request For Quote
(RFQ). The contractor shall be a registered and certified NEC
dealer/support/repair facility and posses trained and certified
individuals on the NEC2400- central processing unit, station & TRUNK
cards; NEC2000- Central processing Unit, Station & TRUNK Cards, and
NEC1400. Additionally, the contractor must be certified in NEC DTERM
SERIES PHONES- Including Series II, III, E and NEC single line phones;
ACTIVE VOICE- Large System Platform; PRI/BRI -- Network Circuits; and
ARGUS RECTIFIER -- Power supply unit. The contractor shall be
certified on Common Channel Interoffice Signaling (CCIS) unit
Refurbished telephone instruments. The Contractor must know the
proprietary codes and programming that are unique to the WM switches.
Learning the unique codes and programming must be at no cost to the
Government; Government personnel or contractors will not give training.
The learning process must cause no degradation of service or equipment.
Other responsibilities required by the contractor include providing
part replacement and shipping in a timely manner (overnight or second
day); providing dial in modem and help desk support; providing
programming assistance and answers to questions for PBX and voice mail;
providing troubleshooting support and diagnostic testing for resolution
of problems; customer assistance in the planning and implementation of
the growth of PBX and voice mail systems; review of architecture
designs when requested for additional applications, and provide
customer software upgrades when deemed necessary. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
FAR Part 12, as supplemented with additional information included in
this notice. Commercial Acquisition Procedures and FAR 13.5, Test
program for certain commercial items. The performance period will be 1
Jan 00 to 31 Dec 31, with four (4) one year options. This announcement
constitutes the only solicitation. A written (RFQ) will not be issued.
The Standard Industrial Code (SIC) for this acquisition is 7378
($18,000,000.00). Please identify whether you are a small or large
business based on the SIC. This solicitation document incorporates
provisions and clauses in effect through Federal Acquisition Circular
90-42. The following FAR clauses apply to this synopsis/solicitation:

Evaluation-Commercial Items (Evaluation will be based solely on price);

(Offerors must submit a completed copy of the Representations and

Conditions Required to Implement Statutes or Executive
