Siegefe@hqda.army.mil. This Contract will be for the acquisition of ADP
Technical Support Services for the Office of the Director of
Information Systems for Command, Control, Communications and Computers
(ODISC4). The Contract shall provide for the defining, re-engineering,
and managing of activities that directly support Installation
Information Technology users at the garrison or installation level.
Task orders will be written for support and services in three (3)
primary task areas: (1) Contract and Task Order Management, (2)
Information Technology (IT) Operations which includes but is not
limited to: the Army Base-Level IT Metrics Program, the Annual DOIM
Conference, Web Design and Maintenance for applicable sites containing
IT support and services information, LAN administration, oversight of
the redistribution and reutilization of excess ADP equipment and, (3)
Integration Services -- conducting studies related to improving the
Army's IT business practices, Identifying/Selecting applicable COTS
products, achieving visibility of Army-Wide IT programs and
administering the ODISC4 Configuration Management Program. The
Government intends to make a single award for an Indefinite Delivery
Indefinite Quantity (IDIQ) type contract against which Delivery Orders
will be placed. It will combine Fixed Loaded Hourly Labor rates for
direct labor and cost reimbursement for Other Direct Costs (ODC's),
which include travel, reproduction, supplies, etc. It will contain a
Base Year plus Four (4) Option Periods. All services to be performed
and ODC's shall be set forth on individual task orders, which will be
incorporated into Delivery Orders. Award will be made to the offeror
whose proposal offers the best value to the Government. The Request for
Proposal (RFP) will be released on/around 3 January 2000. This is a
recompete of Contract Number DASW01-95-D-0058. The incumbent contractor
is Digicon Corporation. The proposed procurement is 100% set aside for
small business concerns. No written, telephonic, or facsimile requests
