Sealed bids from all business concerns will be accepted for the Kisatchie National Forest Highway Project LA PFH 6-1(2), located in Grant Parish, Louisiana. The project consists of the replacement of the bridge over Clear Creek on Parish Route 140, Walker Ferry Road, and the work includes: asphalt wedge and leveling, asphalt overlay, rehabilitation of aggregate shoulders, pavement striping, and miscellaneous work. The project is divided into three schedules. Schedule A consists of asphalt wedge and level and overlay, rehabilitation of aggregate shoulders, pavement striping, and miscellaneous work. Schedule B consists of constructing a cast-in-place bridge replacement. Schedule C consists of constructing a precast concrete bridge replacement. This project will be awarded as Schedule A+B or Schedule A+C. Principal items of work and approximate quantities are as follows: Hot asphalt concrete pavement, Class C, Grading D, Type 4 pavement smoothness: 400 tons; Structural concrete, Class D (AE), for superstructure: 160 m3; and Structural concrete, class A (AE), for substructure: 42 m3. The project is expected to fall within the price range of $300,000 and $700,000. Invitation for Bids No. DTFH71-00-B-00013 will be issued on or about December 15, 1999. It is strongly recommended that all requests for bid documents and planholder's lists be received 7 calendar days before bid opening to ensure receipt of requested materials. Requests for 'faxing' or overnight mailing will not be accepted. Bids will be opened on January 20, 2000, at 2:00 pm, local time, at the address listed above. The following applies to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has bonding programs to assist minority, women-owned and disadvantaged business enterprises in acquiring short-term capital and bonding assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1,000,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
