PERFORMANCE CONSORTIUM FOR THE IMPLEMENTATION OF THE GOVERNMENT
PERFORMANCE RESULTS ACT. The U. S. Department of Commerce intends to
negotiate a sole source contract with the National Academy of Public
Administration (NAPA), a non profit organization, to provide a
performance consortium for the implementation of the Government
Performance and Results Act (GPRA), and related performance based
management initiatives. Funding will be provided by contributions from
organizational members. This contract will consist of a 10 month base
period and four(4) option years. This acquisition will serve as the
contract vehicle for 25-30 other Federal agencies that are joining the
consortium. This consortium will address (1) Integrating the major
legislative and administrative requirements related to improving
government performance (i.e., GPRA, the Chief Financial Officer's Act,
and the Clinger-Cohen Act, (2) Developing effective congress/agency
processes under a performance based management system requiring a
higher level of coordination, cooperation, and prioritization, (3)
Establishing core agency capacities (i.e., skills, staff, resources,
organizational models, process guideline) to design, install, and
effectively use performance based management techniques, (4)
Establishing best practices for strategic planning that includes a
capacity for long term strategic planning,annual planning that supports
strategic planning, and a continuous focus on the strategic aspects of
management in everyday management activity, (5) Identifying
characteristics of outcome measures and measurement processes that are
cost effective, practical to implement, useful to those who work with
them, and have the overall effect of improving performance, (6)
Establishing a regular Performance Leadership Forum through which
Consortium members may meet, discuss, and define emerging issues in
GPRA implementation and (7) Providing tailored assistance to individual
agencies within the broad area of performance based management,
including strategic planning and performance measurement, as included
in GPRA and related initiatives. NAPA can provide this information
within a tightened efficient timeframe. NAPA's Congressional charter
makes them uniquely qualified to reach across Federal agencies for this
type of service. Reference to NAPA's charter can be found in the Code
