grants are requested, to provide for a demonstration projects involving
assessment of irrigation, drainage, and salinity management using
spatially referenced salinity measurements in the Palo Verde Valley of
Riverside and Imperial Counties in California. 2. Background:
Technology for measuring the spatial distribution of salinity in
irrigated agriculture has been developed by the U.S. Department of
Agriculture, Agricultural Research Service, Salinity Laboratory in
Riverside California. Demonstration of this technology is underway with
projects in Yuma County, Arizona; Coachella Valley, Riverside County,
California; Imperial Valley, Imperial County, California; and Parker
Valley, La Paz County, Arizona. A demonstration project for the Palo
Verde Valley is targeted to provide full coverage within the
agricultural areas along the Lower Colorado River affected by salinity.
3. Legal Authority: Public Law 97-293, the Reclamation Reform Act of
1982, Section 210, directs the Secretary of the Interior to encourage
the full consideration of water conservation measures in the operations
of non-Federal recipients of irrigation water from Federal Reclamation
projects. Funds for fiscal year 2000 have been appropriated for this
purpose through the Efficiency Incentives Program. 4. Objective The
objective of these grant(s) are to demonstrate an accurate, timely, and
cost-effective service to the end that a demand for this technology is
created within the private sector. 5. Eligible Applicants: Educational
institutions; public organizations which serve the Palo Verde Valley,
California; and commercial agricultural consultants. 6. Dates and
Amounts of Funds Available: Proposals should be between $25,000 and
$75,000 in federal assistance. Funds for these projects should be
available by March 1, 2000. 7. Cost Sharing: Grants will cover only the
costs of: A. Original equipment, including field, office, and
laboratory equipment B. Training. All other cost, including indirect
costs, must be borneby the recipient. Income generating projects are
encouraged. 8. Number of Awards to be Made: One or two awards may be
made, depending on the number and quality of proposals received. More
than one award will be made only at the discretion of the advisory
