The purpose of this procurement action is to provide ongoing
commercial kennel facilities and services in support of the Houston,
Texas Canine Enforcement Program. All responsible sources for
Commercial kennel facilities located within a twenty-five mile radius
of the George Bush International Airport, Houston, TX will be
considered. The Contractor will provide all facilities, equipment,
supervision, personnel, labor and materials necessary to provide the
services for Customs' owned canines. In addition to housing, the
contractor will be responsible for cleaning the kennels and maintaining
them in a safe, sanitary condition; administering other medications as
prescribed by a veterinarian; bathing and dipping the dogs as directed
by local Customs' personnel. The contractor will provide all necessary
supplies and equipment necessary to provide the services. This
includes such items as feed pans, water buckets, cleaning supplies and
equipment, disinfectants, etc. The contractor shall provide dog food
in accordance with the Statement of Work (SOW)which will be provided
with the solicitation package. Twenty-four hour access is required and
access keys will be necessary. Additional terms and conditions will be
applicable within the SOW. These will be provided with the solicitation
package. Terms and conditions regarding the kennel runs are also
included in the SOW. For example, the outside kennel run will be at
least six (6) feet by four (4) feet, not including the sleeping area;
the outside kennel run will be equipped with a raised sleeping platform
or dog house with at least three (3) sides and a top. The
platform/doghouse will be placed in the shaded side/end of each run;
each outside run will be covered by a canopy that will provide shade
during all daylight hours wwhen the ambient temperature exceeds eighty
(80) degrees Fahrenheit. Award will be made based upon best value,
inclusive of Technical proposal, pricing proposal and Past Performance.
Any interested contractor, who believes they can provide this service,
may request a solicitation before the closing date found in this
announcement. Soliciation packages will be forwarded beginning December
13, 1999 with a closing date of December 21, 1999. Anticipated award
date is before December 31, 1999 with performance to begin on January
1, 2000. Contractors will be requested to provide a written Technical
and Pricing proposal in response to the solicitation. The Government
intends to award without discussion, but reserves the right to hold
discussions if deemed necessary. Therefore, it is in the Contractor's
best interest to submit a complete package before the Closing date/time
of the solicitation. This action is 100% set-aside for small business
concerns. Sic 7389, Size $5.0 Mil. Provisions and Clauses will be
applicable to this requirement. They include, but are not limited to:
52.212-1, 52.212-3, 52.212-4, and 52.212-5, current through FAC 97-14.
