announcement posted on November 5, 1999 is amended as follows:
"Special considerations for Naval Weapons Station Detachment Concord
regarding its reduced operational status". Tidal Area The Tidal Area is
currently undergoing a transition from Navy operational control to Army
operational control. The initial transition is expected to be complete
by SEP 00. The entire process for the Army may take up to five years
based on their phased funding and construction execution of a $33M
improvement project program currently identified. The Army only plans
to fully operate the tidal area about two weeks out of the year or as
required during a contingency situation. Inland Area The transition to
a reduced operational status in the administrative and inland areas is
expected to be complete by SEP 01. The actual timetable for this
transition is contingent on the disposition of Naval ammunition stored
at the facility. The Navy customer base and consumption of utility
services for this area is expected to drop dramatically during FY01 and
remain low thereafter. Of the two housing areas located at the
facility, there is a proposal by Commander, Naval Region Southwest to
lay up the units in the 27-unit Officer Housing Area. The newer,
259-unit Enlisted Housing area will be evaluated in the coming year to
see if there is a Bay Area military requirement to retain them in
service. Therefore, this area could remain active and populated as a
residential area. Joint Use Legislation There is joint use legislation
that has been passed stating that the Army and the Navy must do a
feasibility study to determine if various joint uses between the
military and the surrounding communities are feasible. A large number
of competing proposals have been submitted and are currently being
evaluated. The study is to be completed and submitted to the Chief of
Naval Operations (OPNAV N44) by 06 DEC 99 so that it can meet the
required congressional due date of 15 JAN 00. This reuse will create
some sort of customer base once executed. Execution of any joint use
plan is expected to take place through SEP 01. Posted 11/24/99
