FAX # (843) 820-5853 PRESOLICITATION NOTICE: This design-build project
consists of complete rehabilitation of Building No. 200 (approximately
1,926 square meters); construction of a building addition to Building
No 200 (approximately 2,044 square meters) to house the Naval Air
Station's Commanding Officer, Executive Officer, CMC, Administration
Department, Legal Department, Public Affairs Office, and Printing
Plant; and modifications to Building 220 (approximately 400 square
meters). The renovations to Building 200 will include new windows,
doors, door frames, interior and exterior finishes, metal roof,
mechanical and electrical systems, smoke detection/fire alarm systems,
landscaping, paving for parking and force protection. The addition to
Building No. 200 will include spread footings, concrete slab, metal
stud walls, brick veneer, and standing seam metal roof, force
protection, and mechanical/electrical/communication/fire/smoke alarm
systems . Building 200 houses the central switching equipment for the
base wide telephone system and ADP system. The project will require
protecting and maintaining these systems on line during construction.
Portions of these systems may be relocated from Building 200 to the new
addition of Building 200. The modifications to Building 220 consist of
changing the buildings function from a Safety Office to a Library.
Building modifications include total renovation of the building's
interior finishes, installation of a computer learning center and
reference look-up stations, refurbishment of restrooms, new roof,
renovation to the building exterior fa ade, and electrical/mechanical/
fire protection modifications to support the new layout. The range is
between $5,000,000 and $10,000,000. Proposals will be evaluated using
Two Phase Design-Build Request for Proposal procedures that will
result in an award of a firm-fixed price design-build contract to the
responsible proposer whose proposal, conforming to the solicitation, is
the "Best Value" to the Government, price and technical factors
considered. This procurement will consist of two (2) Phases. In Phase
I, Proposers will be evaluated on: FACTOR A Past Performance: (1)Design
and (2)Construction; FACTOR B Small Business Subcontracting Effort
(applies to small and large business); and FACTOR C -- Technical
Qualifications. Only the highest rated offerors selected in Phase I
will be allowed to proceed into Phase II, typically 3 to 5 (not to
exceed five). The Government will then request the Phase II price and
technical proposals. Phase II proposals will be evaluated on: FACTOR A
Technical Solutions; FACTOR B Small Business Subcontracting Effort
(applies to small and large business); FACTOR C Technical Solutions,
which requires submission of a limited design solution for the project
and other sub-factors that define the quality of construction; FACTOR
D Management Approach; and Price Proposal. Price proposals may include
total cost; evaluation of scope/design options within the Government's
published budget for award, and completion schedule adjustment. The
Government reserves the right to reject any or all proposals at any
time prior to award; to negotiate with any or all proposers; to award
the contract to other than the proposer submitting the lowest total
price; and to award to the proposer submitting the proposal determined
by the Government to be the most advantageous to the Government.
PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE
PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE
PROPOSALS RECEIVED. Therefore, proposals should be submitted initially
on the most FAVORABLE terms. Proposers should not assume that they
will be contacted or afforded an opportunity to qualify, discuss, or
revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS
WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. The
Government intends to issue Phase I on the WEB only. Phase I will be
issued on or about 13 December 1999. PHASE II WILL BE ISSUED AT A LATER
DATE. Phase I proposals will be due around 12 January 2000. The exact
date will be stipulated in the RFP. The Government intends to issue
Phase II through the use of CD ROM and the Internet. The entire
solicitation, including the plans and specs, will be placed on compact
disk (CD ROM) and are available for $15.00. THE POINT OF CONTACT IS

II CD ROM. The plans and specs will also be available on the Internet
for viewing and downloading, although the download time may be
excessive. The official plan holders' list will be maintained and can
be printed from the web site. Amendments will be posted on the web site
for downloading. This will normally be the only method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The
estimated time for completion is 900 days. For inquiries about the date
