This request for proposal (RFP) is being solicited with full and open competition (unrestricted) under FAR 19.10, Small Business Competitiveness Demonstration Program using Standard Industrial Code (SIC) 1521. This will be a negotiated acquisition using Performance Price Tradeoff (PPTO) procedures. The evaluation criteria will be based on past performance and price with past performance being more important than price. The resulting award will be a combination of fixed-price and requirements type contract.
