Wright, Contract Specialist, (202) 708-8572, Helen Chang, Contracting Officer, 202 708-9740 Soles-Source Notice The U.S. Department of Education anticipates that one sole source contract will be awarded to Westat, Inc. l650 Research Boulevard Rockville, MD 20850-3l29. Pursuant to Public Law l03-382, the Government shall have the right to negotiate and award a follow-on contract of up to 5 years without recompetition. The purpose is to conduct the third and fifth grade follow-up studies of the ECLS-K using the instruments and procedures that were developed during PhaseII. The work will be completed over a period of 5 years. The Early Childhood Longitudinal Study, Kindergarten Class of l998-l999 (ECLS-K) will respond to the immediate and continuing need for high quality and timely data pertaining to the condition of the early education of the nation's children. It is imperative that the contactor have the following skills: Extensive experience conducting large-scale school-based assessment studies using computer-assisted technologies; Efficiency in management, training and operations. Efficiency and effectiveness of data collection systems and procedures; Experience in conducting the kindergarten and first-grade phase of the ECLS-K; Westat, Inc. is uniquely qualified to address each of the above stated needs for the study. Westat has proven to be highly capable of successfully completing studies of similar scope and importance. The expertise and experience of the Westat staff, combined with the prior experience in conducting the kindergarten and first-grade phase of the ECLS-K makes Westat uniquely qualified to conduct the out-year data collections of a study of this importance and scope.
