C -- DESIGN OF ARS RESEARCH LABORATORY SOL 8175-3K15-00 DUE 022300 POC Lucian J. Grembocki, Contracting Officer The United States Department of Agriculture, Agricultural Research Service, plans to enter into a contract to negotiate for the Design of the ARS Research Laboratory, at the University of Arizona in Maricopa, Arizona. The ARS Research Laboratory will include the U.S. Water Conservation Laboratory and the Western Cotton Research Laboratory. The new laboratory/office facility will have approximately 110,000 square feet of space, which includes laboratories, office space, conference room, greenhouse, headhouse, and other support space. The design will include all the services necessary to form a fully functioning facility. The estimated cost of construction for the laboratory/office facility will be approximately $20,000,000. Evaluation of firms will be made on the following criteria, each element being of equal importance: A) Professional qualifications necessary for satisfactory performance of required services; (for the purposes of obtaining local and state agencies design reviews, the selected A-E firm will have required professional registration in the state of Arizona for all their key personnel). B) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; C) Capacity to accomplish the work in the required time; D) Past performance on contracts with Government and private industry in terms of cost control, quality of work and compliance with performance schedule; E) Located within 120 mile radius of Maricopa, Arizona. SF-254 and SF-255 forms received after the exact time set for receipt will be handled in accordance with FAR Regulations, Part 15.208.
