842-6016, Willis Epps, Contracting Officer AMCOM intends to procure, on
an other than full and open competition basis, the follow-on production
of 50 each UC-35 Medium Range Aircraft from Cessna Aircraft Company.
The contract will be for one base year with four one-year option
periods. The base year and each option period will be for up to 10
aircraft each, to include manuals and training. The authority and
justification for other than full and open competition is 10 U.S.C.
2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible
source and no other supplies or services will satisfy agency
requirements." The proposed contractor is Cessna Aircraft Corporation,
One Cessna Blvd, Wichita, KS 67277-7704. Cessna Aircraft Company owns
all rights to the UC-35 commercial aircraft. The Cessna UC-35 aircraft
is the only aircraft that will satisfy the Agency's need for
standardization and meet the Operational Requirements Document (ORD).
The Cessna Aircraft Company, as the prime production manufacturer, is
the only contractor that can maintain standardization of hardware and
software configuration across the current and future UC-35 models in
the Army's fleet. All responsible sources may submit a proposal which
