E-MAIL: Anita A. Jones, anjones@pica.army.mil. The US Army, Office of
the Project Manager for Tank and Medium-caliber Armament Systems (OPM
TMAS) is seeking interested, qualified sources for Engineering and
Manufacturing Development (E&MD) and the first 1-2 years of production
for a 120mm tank fired training cartridge, XM1002, Multi Purpose
Ammunition Tank (MPAT) Trainer round. The first two low rate production
buys are expected to be in the range of 10,000-50,000 rounds and
production quantities for any out- year buys would be around 50,000 --
90,000 per year. The cartridge is intended to be the trainer for
cartridge, 120mm, HEAT-MP-T, M830A1 (P/N 12912208). The cartridge is to
be fired from the M1A1/M1A2 Abrams tank with the M256 smoothbore
cannon. A unit price goal of $500 per round is expected to be achieved
in the full rate production phase. Cartridge weight shall +0/-6 pounds
and center of gravity +/-3 inches respectively, as compared to the
M830A1. The trainer is not to exceed 8KM in range when fired at 10
degree gun elevation and shall be ballistically similar to the M830A1,
including target impact dispersion and tracer visibility, out to 3KM.
The visual appearance of the XM1002 shall closely approximate the
M830A1 and shall contain a settable dummy air/ground switch on the nose
of the projectile. It is anticipated that any solicitation resulting
from this action would include a requirement defined by Performance
Specification and the Government design with available test data would
be provided for informational purposes. The Government is
contemplating a prototype shoot off for a design down-selection during
the E&MD phase. This might be accomplished by a dual contract award
with a scheduled shoot-off and down-selection of one winner, or one
contract award with an invitation for all other interested
(non-contracted) parties to participate in the scheduled shoot- off.
Interested firms should provide a statement of capability and
supporting rationale by 17 December 1999 to Ms. Anita A. Jones at
AMSTA-AR-PC-F, Bldg. 9, Picatinny Arsenal, NJ 07806-5000. This is not
a solicitation and does not obligate the Government to issue a
solicitation. Please be advised that the Government will not pay for
any information submitted under this announcement. See numbered note
