19073 Y -- TWO-PHASE DESIGN/BUILD CONTRACT FOR A DURHAM OFFICE ANNEX SOL
NE-00-01 DUE 011200 POC Patricia Pierce 610-557-4248 The USDA Forest
Service (which has recently relocated from Radnor, PA to Newtown
Square, PA) intend to solicit proposals for the design and construction
of an approx. 2900 square-foot, single story office building and
connecting stucture to the existing office/laboratory building. The
project is located at the Durham, NH Louis C Wyman Forestry Sciences
Laboratory site, located at 271 Mast Road, Durham, NH 03824-0640. The
work includes, but is not limited to: professional design services, the
completion of construction drawings, plans,and specifications necessary
to detail and direct construction, and the execution of all required
work for a complete and functional facility. Incidental to this work
will be the site preparation (subgrade Pre-consolidation material
removal and disposal), grading, paving, utility installation including
all associated connection fees, landscaping, and all associated items
needed to provide a complete and finished product suitable for the
intended use. Proposals will be evaluated using the Two-Phase
Design/Build Selection Procedures as outlined in FAR Subpart 36.3.
Phase One evaluates proposals based on: Technical approach (general
written description of building and components being proposed.)
Technical qualifications (experience and qualifications of individuals
and firm(s) that will perform the design. (Professional Engineers) and
of the individuals and firm(s) that will perform the installation,
including information on major subcontractors. Include a completed
Experience Questionnaire form FS-6300-27. Capability to perform:
current staffing, current work load and other relevant facts. Past
Performance of the offeror's team, including the architect-engineer and
construction forces. Up-to-the top-five proposals submitted in Phase
One of the evaluation will be asked to participate in Phase Two of the
evaluation. Phase Two proposals will be evaluated on amended Phase One
proposals as may be necessary. Factors for Phase I will be considered
again during Phase II evaluations. Thefollowing technical factors: a)
provide the general method of approach to the project, including a
preliminary project development/construction schedule. b) provide a
written description of building to be constructed and systems being
proposed, specifically addressing interior and exterior finishes, and
the characteristics of the fixtures/equipment being proposed. Include
manufacturers cut sheets and sales information identifying the
finishes, fixtures, and equipment being proposed. c) provide design
intent drawings detailing the proposed office construction. For the
purposes of this proposal, the "Design Intent Drawings" are defined as
fully dimensioned drawings of the office space and connecting
structure, the primary elevation, and a typical wall section. In
addition, a color rendering shall be provided which includes a view of
the existing office stuction. d) provide information on warranties,
range of expected energy efficiency ratings, and salient operation and
maintenance features. Including a price proposal in the Schedule of
Items format with supporting cost breakdown using the CSI 16 Division
format, which will be evaluated separately. The solicitation is
expected to be issued on or about December 13, 1999. Phase One
proposals will be due 30 days from the issuance date, Proposals from
firms selected for Phase Two process will be due 30 days from the date
they receive written notification requesting participation. A
pre-proposal conference will be held at the Durham site. Information
regarding the pre-proposal conference will be provided in the
solicitation. If applicable, everything needs to be Year 2000
compliant. This project is estimated between $250,000 -- $500,000.
