82. E-MAIL: Sheila Kingman, kingman@eglin.af.mil. The Air Armament
Center, Operational Contracting, Infrastructure Branch, Eglin Air Force
Base, Florida, intends to procure on a sole-source basis Barber-Colman
components when acquiring new or upgrading existing energy management
systems for base-wide heating, ventilating, air conditioning (HVAC)
construction renovation projects. The Barber-Colman Network 8000 is the
primary energy control system at Eglin AFB and was acquired and
established competitively during various HVAC renovation projects or
new construction on a building-by-building basis. The Barber-Colman
Direct Digital Control (DDC) system satisfies the minimum requirements
of the government by providing non-complex, in-house maintained and
programmed, central host stations. These host stations will access and
fully control, monitor and locally program a network of existing
Barber-Colman global control modules (GCM) located in various buildings
at Eglin AFB, thereby conserving dwindling resources and providing for
more reliable, efficient base operations. Equipment and software
packages for all future DDC systems must be compatible in order for
various buildings to be controlled by existing Barber-Colman, host
control stations. Specifying Barber-Colman systems and components will
(1) insure total compatibility and interoperability of existing,
numerous base-wide Barber-Colman GCMs; (2) maintain accountability for
the single system and avoid invalidating any warranties; (3) avoid
added costs of training employees to operate systems using a variety of
different types of software; (4) allow government in-house personnel to
continue to independently maintain and program system software; and (5)
avoid buying of different brands of additional equipment necessary to
monitor various incompatible systems that currently exist at Eglin.
Hardware and software limitations among manufacturers other than
Barber-Colman result in inability of government in-house personnel to
fully control, monitor and program multiple manufacturers' systems from
an existing Barber-Colman host station. Consequently, existing multiple
stand-alone systems acquired piecemeal from other manufacturers are not
being utilized to full capacity because of incompatibility with the
Barber-Colman host station. This announcement is not a request for
competitive proposals but a notice of intent to specify Barber-Colman
DDC systems in future HVAC renovation projects. Other manufacturers of
GCMs may identify their interest or capability by supplying a
Statement of Capability (SOC) package that discusses how they intend to
satisfy the government's needs. The SOC should provide information
regarding product quality, required system components and system
integration flexibility, maintenance requirements, spare parts
requirements and availability, warranty coverage, system training
requirements, and contractor availability and support. SOC package must
be submitted not later than 10 December 1999 to AAC/PKOIB, attention
