Buildings 1 & 2 Modernization, USGS, Menlo Park, Ca The General
Services Administration (GSA) announces an opportunity to provide
design-build services for repair and alteration of Buildings 1 & 2 for
the U.S. Geological Survey in Menlo Park, CA. This project consists of
repair and modifications to Buildings 1 & 2 including, but not limited
to, upgrading and modernizing: fire/life safety systems including
sprinkler system; mechanical, electrical, lighting and ceiling systems;
elevators; interior finishes including floor and window coverings, main
lobby; interior painting; exterior window replacement; exterior
painting; signage throughout the building; and handicapped
accessibility systems including the construction of fully accessible
toilet rooms and fixtures and a handicapped accessible elevator. The
design intent of the modernization will be provided by the Government
as part of the RFP. The estimated total construction cost is between
$10,000,000 and $15,000,000 with anticipated contract award by January
2000. The project will be performed in phases, starting with Building
2 with an anticipated construction completion by 25 April 2001
followed by Building 1 with an anticipated construction completion by
30 January 2002. The scope of Design/Build Services includes, but is
not limited to the following: Design/Construction documents, and
construction work which consists of providing all labor, materials and
equipment This acquisition will implement a "Two Phase" selection
process. Phase One will identify those firms which are most highly
qualified. A maximum of five (5) firms, unless the Contracting Officer
determines that a number greater than five is in the Government's
interest, will be selected for consideration for Phase Two. The short
list will be based on the firms' submittals in response to the Request
for Qualifications (RFQ). The Phase Two submission is the basis of
making the final selection. Those firms included in Phase Two will
berequired to prepare fully developed technical and price proposals.
The Government will not allow any stipend for preparation of proposals.
Offerors can be a partnership, corporation, association, and/or other
legal entity which will have contractual responsibility for the
project. A proposed joint venture should provide profiles for all firms
in the joint venture. Consideration for the firm is not restricted to
any geographic area. Project qualifications submitted by each firm will
be reviewed and evaluated based on the following evaluation factors:
The evaluation factors may change before the issuance of the RFQ. I.
PAST PERFORMANCE:(50%) Offerors' proposals will be evaluated (1) to
compare the similarity of project(s) completed within the last eight
(8) years, (2) to determine the extent to which project(s) were
completed on time and within budget while meeting qualitative
expectations, (3) to determine quality of past performance as evaluated
by the owners representatives and (4) to determine extent, depth and
relevance of the teams shared experience. II. PERSONNEL QUALIFICATIONS
AND EXPERIENCE:(30%) Offerors' proposals will be evaluated (1) to
determine the personnel experience and education of the offerors' key
personnel as well as their experience on most recent projects for
similar services and (2) to consider the availability of the proposed
team member assigned to work on this project. III. CAPABILITY OF THE
FIRM:(20%) Offerors' proposals will be evaluated (1) to determine the
efficiency of the organizational structure of the member firms and
their key personnel, (2) to consider the firms financial capability to
ensure effective performance. For Phase One, offerors shall be
required to submit four (4) copies of the following: SF 254, a minimum
of three (3) completed projects within the last five (5) years and a
maximum of ten (10) completed projects within the last ten (8) years
including the name, address and telephone number of owner
representative for each project along with completed past performance
evaluation forms, resumes of key personnel, current financial statement
and notarized statement regarding bonding capacity. The Government will
only provide additional information regarding PHASE TWO interviews and
final selection criteria to the short-listed firms. This procurement
is open to all business concerns in accordance with the Small Business
Competitiveness Demonstration Program. Prior to award of the contract,
the firm which does not qualify as Small Business Concern shall be
required to present an acceptable Subcontracting Plan in accordance
with Public Law 95-507. Small Businesses and Small Disadvantaged
Businesses are encouraged to participate as prime contractors or as
members of joint ventures with other small businesses. Firms interested
