28 -- LEASE OF UNDER-UTILIZED REAL PROPERTY, EQUIPMENT AND OTHER FACILITIES AT PORTSMOUTH NAVAL SHIPYARD (PNSY), KITTERY, MAINE SOL N00024-00-R-8100 POC William C. The Naval Sea Systems Command currently anticipates initiating the second phase of efforts to outlease currently/newly identified under-utilized real property, equipment and other facilities on the Portsmouth Naval Shipyard (PNSY) located in Kittery, Maine. This outleasing action will be performed pursuant to the authority granted in 10 USC 2667. The PSNY installation is situated on Seavey Island and is conveniently located in close proximity to Interstate 95 and the Pease International Trade Port. The real property being considered for potential lease are located in 14 non-adjacent individual buildings (buildings H-21, 42, 55, 75, 76, 89, 92, 99, 115, 150, 155, 178, 240, and 300), dry dock #1 and berths #2 and #11. Buildings H-21, 55, 89, 99, 115, 150 and 178 are being offered for lease on an exclusive use basis while the use of buildings 42, 75, 76, 92, 155, 240 and 300 and the Government plant property/equipment located in those buildings are being offered for lease on a shared use (2nd and 3rd shift availability) basis. The use of the shipyard graving Dry Dock #1 or Berth #2 or Berth #11 are being offered for lease on a shared use (by the day) basis. Building 178 is a 178,000 square foot former marine building ways; possible use for this building includes marine related industrial functions. Other facilities include machine and manufacturing shops for electrical, mechanical and structural systems, and training facilities. Buildings 178, 92, and 300 are accessible by rail spur. Any lease(s) considered for any of the above mentioned property will reserve the Navy's right to take priority use of certain facilities and/or equipment for emergent Navy requirements. All interested industries and firms are encouraged to participate in the proposed upcoming solicitation process to maximize private sector use of the available under-utilized equipment and facilities for commercial applications. The Navy may enter into lease negotiations with an entity or entities responding to the solicitation based solely upon maximizing private sector use of available under-utilized capacity. However, proposed uses must be compatible with the ongoing mission of the Portsmouth Naval Shipyard(marine/industrial/ administrative uses) and must comply with applicable Department of Defense regulations and requirements. Proposed lease award(s) are currently anticipated for late Spring 2000. Visitation and Inspection information including scheduling and availability to prospective offerors will be outlined in the upcoming solicitation scheduled for release on or near 14 December 1999. Documentation advising all prospective offerors of the past, current and projected Navy use of the candidate buildings and related facilities i.e., the dry dock, piers and training facilities, capabilities and environmental conditions of the candidate lease facilities will be available for review at the shipyard. Additionally, information informing all prospective offerors of the physical condition of the facilities, including the electrical infrastructure andother utilities will also be made available at that time. Paper copies of the solicitation will not be issued. All solicitation documents, pictures, exhibits and related correspondence will be posted on the World Wide Web (WWW) at the Naval Sea Systems Command (NAVSEA) Contracts Directorate Website located at http://www.contracts.hq.navsea.navy.mil under the proposed solicitation number N00024-00-R-8100 and can be downloaded or printed at the offeror's expense/convenience.
