E-MAIL: Tiffany A. Richardson, trichard@ems.jsc.nasa.gov. NASA/JSC plans to issue a Request for Offer (RFO) for the Inconel forgings for the piece parts which make up the Shear Bolt Assembly. The Shear Bolt is at the forward attach point between the Orbitor and the External Tank. It is broken apart with explosive cartridges when the External Tank separates from the Orbiter. NASA/JSC intends to purchase the items from Allvac. The justification for other than full and open competition was approved on 11/18/99. The decision to sole-source to Allvac resulted because Allvac is determined to be the only source qualified to perform the GFM radial forging process. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
