is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice and following the simplified acquisition
procedures in FAR part 13.5. This announcement constitutes the only
solicitation: quotations are being requested and NO ADDITIONAL
SOLICITATION WILL BE ISSUED. This solicitation is being issued as a
request for quotations (RFQ) under RFQ No. DTFR53-00-Q-00020. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-14. This is an
unrestricted procurement. This procurement is for the acquisition of
unlimited internet services on a month-to-month basis for a period not
to exceed one year for an estimated 120 accounts beginning in December
1999, an additional estimated 150 accounts beginning in February 2000,
and an additional estimated 100 accounts beginning inApril 2000. The
exact number of accounts/users is not certain at this time, but will be
ascertained prior to award of a vendor. The internet accounts will
service a nation-wide user group; hence, the point of presence (POP)
must be available in every state and number at least 500. The internet
service account must include an 800 number service billable at a per
minute cost and an e-mail account for each user. The internet service
provider must provide installation of the service via compact disk and
accompanying user-friendly, step-by-step instructions, as well as
written documentation of available services. The installation package
must be delivered to the individual user and include an initial
computer-generated password. A browser must be provided and must
support 128-bit encryption for security access. The service must
include continuous (24/7) customer service beginning from installation.
For billing purposes, one account for all users must be established,
but account management must include the abilityto track usage by user.
Billing shall be accommodated on a monthly basis and may be canceled
at the end of a monthly cycle, at the discretion of the Government.
This procurement also includes three one-year options for each of the
three account increments. Interested vendors must acknowledge all items
(including the three option years) on their quote. No partial quotes
will be accepted. Quoted price must identify the individual unit cost
of all fees associated with this procurement (ie, monthly service
charge, per minute cost for use of the 800 number, setup fees, close
down fees, etc). The quoted price should also include a unit cost(s)
for each of the three option years. The provision at FAR 52.212-1,
Instructions to Offerors, applies to this acquisition. Evaluation will
be based on best value including cost, past performance and ability to
meet service requirements. Quotes shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with itsquote. The clause at FAR
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. FAR
