a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is being issued as an Invitation For Bid
(IFB), Solicitation No. DACW-00-B-0004. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-13. This acquisition will be processed
under Simplified Acquisition Procedures (SAP) and is not a Small
Business Set-Aside. The associated Standard Industrial Classification
Code (SIC) for this procurement is 3069 with a small business
classification of 500 employees. SCHEDULE: The U.S. Army Corps of
Engineers, Philadelphia District has a requirement for two (2) each
flexible, flanged rubber dredging hoses, 30 inches ID X 40 feet long
each, complete with steel flanges equal in all aspects to Uniroyal
"Manuli" H9090, S/N 10518-1-82 Non Floating. GENERAL CONSTRUCTION: All
material must be salt water-resistant. Working pressure to be 200 PSI
with safety factor of 3:1 minimum. Hose shall be non-floating. Hose
shall be helix free; hose shall have no minimum bending radius. Hoop
strength, each hose shall be vacuum tested to 0.850 bar gauge 9-25
inches Hg. for a period of ten minutes. Maximum temporary elongation is
to be 2.5%, maximum permanent elongation's to be 0.7% Hydrostatic
testing (in water) is to be 225 PSI. Manufacturer shall provide test
results and certifications for requirements listed, in triplicate. HOSE
COMPONENTS: Tube: Highly abrasion resistant, heavy gauge rubber, with
minimum inch thickness. Carcass: Shall have high tensile wire, cord
reinforcement embedded in rubber. Cover: High abrasion, weather and
ozone resistant synthetic material. Cover shall be marked with a flange
to flange strip (or similar marking, as approvedby the contracting
Officer) to indicate the proper alignment of flanges. Steel flanges at
both ends, standard ANSI # 150#. F/F flanges 30 inch ID with lifting
lugs, two each per flange, welded 180 degrees apart/ Lug thickness
shall be minimum of 1-1/2 inches. Flanges thickness shall be
approximately 2-1/8 inches with 28 bolt holes for use with
1-1/4-diameter bolts, on a 36-inch bolt circle. OD of flange not to
exceed 38.75 inches. Rubber material is to be vulcanized over the
inside diameter of flange and across flange faces to at least inch
thickness. MARKINGS: SPARES DESIGNATION MB-04-05-08 Each length of hose
or pipe shall be packaged with stiffeners or supports to allow for
unloading and initial handling by lift truck. Flanges shall be blanked
with inch thick steel plates, cut to the OD of the flanges and secured
with at least six bolts per flange, equally spaced on the circle. Bolt
diameter to be a minimum of one-inch diameter. Flange coverplates
shall be stenciled with the Spares Designation number, assigned under
this contract. The Corps of Engineers contract or order number, Size
and length of hose to include flanges, example 30 in. I.D. x 40 Ft. The
net weight in U.S. pounds, metric is optional. Any other markings the
contractor deems necessary to ship and identify the product. Edge of
each flange surface shall have welded in stainless wire the following
US-CE-C PHILA, Date (month and year only). Contract number starting
from the designation 00-(balance from order document). DRAWINGS: The
contractor shall furnish to the government three sets of drawings
detailing and arrangements for the dredging hose and flanges being
provided. These drawings shall be furnished to the government within
thirty calendar days after award. All drawings furnished shall become
property of the government. INSPECTION: Inspection and final testing of
the materials and equipment called for under this contract shall be
performed at the place of performance. The government reserves the
right to witness any testing if desired and atno additional cost to the
government or this contract. Final inspection and acceptance shall be
performed at destination. The Government reserves the right to have the
Defense Contract Administration conduct inspections if directed by the
Corps of Engineers. DELIVERY: 120 calendar days from date of award to
the Fort Mifflin Distribution Center, U. S. Army Reservation, Fort
Mifflin, Philadelphia, PA. 19153. The following FAR provisions and
clauses apply to this acquisition: 52.212-1, Instructions to
Offerors-Commercial, 52.212-2 Evaluation-Commercial Items, 52.212-3,
Offeror Representations and Certification-Commercial Items, 52.212-4,
Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract
Terms and Conditions Required To Implement Statues Or Executive
Orders-Commercial Items. Prospective Contractors are required to submit
a completed copy of the provisions at 52.212-3, Offeror Representations
and Certification-Commercial Items with their offer. Offers may be

must be submitted not later than 2:30 P.M. (EST), 15 December 1999.
