The National Park Service, Harpers Ferry Center, is soliciting
proposals for Wayside Exhibit Quality Porcelain Enamel Imaging. The
Contractor shall provide all labor, materials, equipment and facilities
necessary to provide exhibit quality porcelain enamel imaging on a
variety of substrates intended for outdoor use, and other services
related to the rehabilitation of porcelain enamel exhibits. This may
include graphic layout, film mechanical preparation and final exhibit
panel inspection and finishing. This synopsis is issued under Part 12,
Acquisition of Commercial Items of the Federal Acquisition Regulations
(FAR) -- Request for Proposal Number RP117000007. This acquisition will
be conducted under the Simplified Acquisition Procedures authorized in
Part 12 as set forth in Subpart 13.5. The Solicitation with
specifications will be posted on our Web Page on November 23, 1999, at
http://www.nps.gov/hfc/support/rfp.htm, therefore a paper copy of the
solicitation will not be provided. Proposal submission and evaluation
of offers will be conducted using a two phased approach. First, three
past performance references for projects similar to the scope of this
RFP; and a list of at least five porcelain enamel projects similar to
the specifications of this RFP produced by personnel proposed shall be
submitted on or before December 17, 1999. Projects shall demonstrate
the ability to do both flat and flanged panels and produce panels with
more than five colors. If past performance references and the list of
at projects are unacceptable, no other information will be requested.
Based on the acceptability of past performance references and the list
of five porcelain enamel projects, the Government will determine the
Competitive Range. Offerors will be notified of their selection into
the Competitive Range on January 14, 2000. If selected into the
Competitive Range, offerors will be asked to submit resumes pertaining
to the background, skills, education and professional experience of
personnel proposed for use under this contract, including
subcontractors; and a detailed Business Management/Cost Proposal on or
before January 24, 2000. The following evaluation criteria will be
used to evaluate proposal submission: (1) Three past performance
references for projects similar to the scope of this RFP; (2) A list of
at least five porcelain enamel projects similar to the specifications
of this contract produced by personnel proposed. Projects shall
demonstrate the ability to do both flat and flanged panels and produce
panels with more than five colors; (3) Resumes which identify the
background, skills, education and professional experience of personnel
proposed for use under this contract, including subcontractors; and
(4) Business Management/Cost proposal. The Government anticipated award
of two Indefinite Quantity Firm-Fixed Price Contracts on or before
February 29, 2000. These contracts will be for a one year period with
two twelve month options to extend the period of performance. Each
contract will contain a minimum workload guarantee of $30,000. The
maximum workload for each contract will be $400,000. The provision at

provision at FAR 52.212, Evaluation -- Commercial Items applies. The
provisions at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial Items applies and is required with your proposal
submission. FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items applies. FAR 52-212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Item applies.
