Naval Surface Warfare Center, Crane Division, is requesting information at no cost to the Government for Kinematic Decoy Flares. The information shall include general comments, schedule information and ROM pricing for the development and fabrication of a Kinematic Decoy Flare in accordance with the Statement of Work, SOW KIN-001 (12 Nov 99 Draft) and OES-3029 Performance Specification for Kinematic Decoy Flare (12 Nov 99 Draft) Following evaluation of responses to this RFI, the government intends to issue a formal Request for Proposal. The government further intends to award up to 3 contracts based upon the proposals submitted. All contracts shall be firm fixed price. The basic contracts shall include the Engineering Services of 3.1 of the attached Statement of Work (SOW) and Data Items A001, A002, and A003 described in the SOW. All other requirements (3.2 through 3.12) and remaining data items (A005 and A006) shall be pre-priced contract options.
