The U.S. EPA under the Simplified Acquisition Procedures of FAR Part 13
is seeking a contractor to provide management support and research
services for the Deputy Chief Information Officer. The SIC code for
this requirement is 8742. The EPA is FACNET certified. You may e-mail

1999. BACKGROUND The Agency's Deputy Chief Information Officer has a
need for support and research services to help meet the management
challenges facing the Environmental Protection Agency. The support
shall deal primarily with management issues facing public and private
sector Chief Information Officers, especially with respect to their
dual role as general managers and chief technologists. Advice on
specific technologies is less relevant under this requirement than how
such advice will affect strategic issues facing the Agency. STATEMENT
OF WORK Period of Performance- 12 Months from Date of Award. Task 1:
Strategic Studies- The Contractor shall provide the EPA Deputy Chief
Information Officer (or other designated official) with the results of
strategic studies performed by the contractor based on economic,
analytical, and/or policy research. Topics may include the relationship
of Chief Information Officers (or like individuals) to their clients
and to their upper-level management (e.g., the Chief Executive Officer
or Chief Operating Officer). The subject matter of such studies shall
not be dictated by the EPA, but rather shall reflect ongoing research
performed by the Contractor in the form of regular publications. Task
2: Senior Consultant Access- The contractor shall provide access to a
senior consultant to discuss major research provided under task 1.
Task 3: Executive Inquiry- The contractor shall provide personalized
research on topics framed by the EPA Deputy Chief Information Officer
(or other designated official). This ad hoc research shall not exceed
50 hours for the term of the period of performance. Task 4: Executive
Interaction-Contractor will facilitate exposure of EPA Deputy Chief
Information Officer (or other designated official) to other senior
public and private sector Chief Information Officers (or like
individuals) by including the EPA representative in any informal
discussion meetings or formal classroom conferences held by the
Contractor. DELIVERABLES Task 1: Copies of all strategic studies
performed within the scope of this requirement. Copies can be provided
in hard copy or through access to a secured INTERNET site.
Publications should be received monthly, but at a minimum contractor
will provide ten (10) reports. Task 3: Contractor shall submit
report(s) to the EPA Deputy Chief Information Officer (or other
designated official) outlining the methodology by which they approached
the personalized research, and explaining in detail their findings.
Task 4: Events shall be coordinated and the subject matter dictated by
the Contractor, but shall at minimum include six (6) such events
within the period of performance of this requirement. EVALUATION
CRITERIA Award will be made on a "best value" basis, price and other
factors considered. 1. Evidence of analysis of issues facing public and
private sector Chief Information Officers (or like individuals).
Examples should include a detailed listing of research executed in the
form of publications or studies. 2. Demonstrated understanding of the
role of Chief Information Officer as both general manager as well as
advocate for information technology. 3. Demonstrated experience in
providing inquiry and interaction services for public and private
sector Chief Information Officers. 4. Evidence of ability to provide
access to research via the INTERNET with search capabilities navigable
by the EPA client is desirable and will be considered, but is not
