NASA/ARC plans to issue a Request for Quotation (RFQ) for a 30-Day Local Loop Service from British Columbia (BC GigaPop) to the Teleglobe Lake Cowichan Earth Station. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase this service from Teleglobe, 11480 Commerce Park Drive, Reston, VA 20191. This service will provide a data communication circuit (a data connection of 45 million bits per second) from the United States to Japan via high-speed satellite links. This procurement is for the NASA Research and Education Network (NREN) Project. The NREN Project is working with the Global Interoperabilty for Broadband Networks (GIBN) to provide data connections between (1) Jet Propulsion Laboratory (JPL) and the Souka Observatory in Japan, and (2) Goddard Space Flight Center (GSFC) and Sopporo Medical University in Japan. This sole source is made pursuant to FAR part 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
