U.S. Department of Education/Office of Civil Rights intends to
negotiate on a sole-source basis for the purpose of gaining access to
on-line legal research and case retrieval services with Lexis-Nexis,
through their Library of Congress (LOC) FEDLINK Basic Ordering
Agreement. The Lexis services offer legal cases from U.S. federal and
state courts plus case law and legal materials from other countries.
Additionally, it includes U.S. federal statutes and regulations, law
reviews and other publications that analyze current legal trends. All
other responsible (FEDLINK) contractors may submit their written
quotation and subject listing of the topic areas for on-line, full
text, fully judicial opinions, statutes, regulations, and other related
information including: US Code Annotated; Code of Federal Regulations;
Federal Register; Office of Hearings and Appeals -- Administrative Law
Judge (ALK) and Civil Rights Reviewing Authority decisions; National
Disability Law Reporter (NDLR); and federal and state case flow
information. ED would like to also have access to the Individuals with
Disabilities in Education Law Reporter. ED will review and consider,
if timely received, all sources proposing the most comprehensive and
easily accessible service, price and any other factors considered.
Offers must reflect what legal/non-legal, business publications and
newswires/newspapers and thru their agreements with Dow Jones
Interactive and Dialog. Also note the accessibility by full text of all
of the major/key city newswire/newspapers being proposed; and each
offer must include access to the Wall Street Journal. ED is seeking the
most reasonably priced and comprehensive LOC listing that meets our
needs. The offeror's price listing must be clear, and it must be stated
if there is a flat monthly rate and/or if there are additional separate
price(s) for other special/optional services. The anticipated award
date is December 6, 1999. ED proposes to negotiate sole source under
FAR 6.302. Interested offerors should respondwith their capabilities
and/or submit their proposals within 10 days after date of this
synopsis publication. A determination by the Government not to open
this requirement to competition based upon responses to this notice is
received as a result of a notice of intent will normally be considered
solely for the purpose of determining whether to conduct a competitive
