70 -- REQUEST FOR INFORMATION FOR COTS PRODUCT THAT SUPPORTS HRM-EP SOL NONE DUE 122099 POC Cheryl Bruza, Contract Specialist (504) 697-4530 This RFI is for the anticipated acquisition of a commercial off the shelf (COTS) product that supports Human Resource Management Enterprise Planning (HRM-EP). Offerors whose product is of further interest to the Government will be invited to participate in a presentation to demonstrate the product against specific criteria. The presentation criteria will be made available to the offerors by written invitation. The DoD is seeking to modernize and integrate its many legacy applications and information systems associated with its Human Resource (Personnel) and Payroll environment into a single logical system. A joint organization is currently investigating COTS products that support Human Resource Management Enterprise Planning (HRM-EP). This application will be called the Defense Integrated Military Human Resources System (DIMHRS). DIMHRS will be a logical, single, fully integrated, all-Service, all-component, military personnel and pay management system. Non-specific boilerplate responses to the topics below are unacceptable and will be discarded. Specific information on the following is requested: The product's ability to support one time data entry into the system. The product's ability to trigger both pay and personnel activities from a single transaction. The product's ability to create, maintain, and replicate a single logical master record. The product's ability to support multi-tiered data architecture to facilitate segmentation of the database. The product's ability to provide elementary and summary reporting capabilities. The product's ability to support 10 million personnel records (for example: active, reserve components, guard, retirees, and civilians on DoD business). The product's ability to support automated user workflows. The product's ability to support user-transparent integrated third party software solutions where needed. The product's ability to support electronic signature capability. The product's ability to provide audit trail capability for transactions. The product's ability to support multiple large centralized data centers. The product's ability to support large numbers of distributed subsets of data that are proportional to the site of distribution (for example, a theater of operations system containing all personnel assigned to that theater or a ship system with only its personnel records). The product's ability to store and transmit large data types such as images. The product's adaptability and extensibility using sound commercial practices, methods and tools (for example, tools that support user customization and integration). The product's ability to provide end user interfaces that are GUI and DII-COE compliant. The product's ability to maintain and monitor user authorization, access, control, and audit trail. Also, the product's ability to support internet protocol security and keyed encryption. The product's capability of delivering training to the end user. The RFI may include further market analysis. Firms having products that support the above stated topics shall provideclear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); and a technical overview. Nothing said or implied during the RFI process shall be construed to commit the Government to any further action or particular course of action on this initiative. Furthermore, nothing said or implied during this process shall in any way obligate the Government to contract with or otherwise enter into any agreement with any particular industry participant or participants. Any actions taken by an industry participant, or any resources expended by an industry participant as a result of these discussions during the RFI process, are solely at the risk and expense of the participant.
